Source, licence and limits

Wachau reference inside the Austrian Danube. The viadonau observation is delivered through EuRIS Hydrometeo v3 during the pilot, but Kienstock still carries no depth model (RNW 2020 is 161 cm above its own Pegelnullpunkt per viadonau KWD 2020, with no maintained-depth figure to pair with it), so it remains context only and cannot change a low-water risk call. Its high-water marks are live (see high_water_cm) and DO apply: the reach is impounded, which is drought-proof, not flood-proof.
